Programme Support Officer - (Inside IR35)

Contract Term: 6 Months

Contracting Authority: Ministry of Justice (MoJ)

Location: Hybrid – 2 days a week in either the Leeds or London office / Remote Working

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

As a Programme Office Supportyour main responsibilities will be


  • Defining and maintaining the standards for project management within the Portfolio.
  • Implementation and sharing of best practice.
  • Developing and applying project procedures, toolkits and techniques in order to standardise methodologies.
  • Act as a source of Portfolio information including resourcing and financial.
  • Support effective governance and assurance arrangements.
  • Coordinating the Reducing Reoffending Delivery Portfolio Board.
  • Supporting and providing assurance to the SRO.
  • Manage both internal and external Portfolio reporting.
  • Provide support to each workstream through SPOCs and coordinate the PMO/Workstream monthly health-check meetings.
  • Project planning – Support the Planning Band B to challenge and test project assumptions to ensure that plans are realistic and achievable. Support the project manager to identify options to optimise delivery through resource smoothing, resource levelling and rescheduling of activities.
  • Resources – Identify and plan for wider resource requirements for the project.

Stakeholder management – Ensure that stakeholder responsibilities and needs are understood and addressed in reporting arrangements.

  • Project performance and controls – Monitor and analyse information, reporting progress, slippage and highlighting areas of risk and opportunity. Develop planning updates to the SRO Board.
  • Maintain a forward look of all programme meetings.
  • Ensure that all key programme meetings including workstream leads, steering group and programme board are fully supported on a weekly basis (as per rota)
  • Keep the relevant Project Manager, SPM or chair aware of any issues or when progress is made for example sending a message on Teams once the pack is created.
  • Ensure all decisions are logged and actions are tracked on a weekly basis when supporting a meeting

Essential Skills

  • Experience in supporting a busy PMO function
  • Extensive stakeholder engagement at all levels
  • Reporting of Information to management
  • Strong self starter
  • Microsoft office suite
